The affidavit was completed while Halligan was stationed in Petersburg, Virginia, as a member of Company I of the 104th New York Volunteer Infantry. It was signed by John. G. Brown as witness and Seneca Warner, Jr., First Lieutenant Commander of Company E, 104th New York Volunteer Infantry.
