Maas envisions a utopian state encompassing all of "Central Europe" (i.e., Europe without the Iberian Peninsula, the British Isles, Scandinavia, the Russian Empire, the southern Balkans, and central and southern Italy). It takes the form of a pie consisting of 24 straight-bordered cantons radiating from St. Stephen's Cathedral in Vienna without regard for linguistic and cultural differences. Also shows ethnicity, international borders in 1914, and the borders of nonmember countries.
