The Constitutional Convention met in Philadelphia September 1787, with delegates from twelve states. Rhode Island did not send a representative, fearing a strong central government. Samuel Adams and Patrick Henry also chose not to attend. The Constitution was officially ratified July 26, 1788, and the first Congress convened in New York City in September 1789. One of the last acts of the Constitutional Convention was to arrange for the first election, which was held March 4, 1789. George Washington was unanimously elected President April 30, 1789. This coin bears his likeness. It was probably not put into circulation. The hole probably offered a way to thread it and wear it as a patriotic symbol.".
